Suppose the US decides that everyone running a validator has to do KYC and that validators that are already running cannot withdraw staked ETH until they do KYC.
Would it be technically possible for the Ethereum network to update/upgrade to implement such requirements, preventing already running validators from withdrawing until the do KYC?
