Using standard ~24 delivery CashApp for withdrawal?

I sent an amount to someones external wallet and it’s now close to 17 hours, is this normal for CashApp? It says confirmed - doesn’t say pending. It just hasn’t hit the blockchain yet. Could it hypothetically take longer?

In the past I did the ~2 hour delivery and it arrived in less than a half hour.

Edit: 19 hours and counting.
